From the Bund der Vertriebenen website (my translation): "The Federation of Expellees is the union of the refugees, evacuees and late repatriates organized in 21 territorial associations [for former German territories], 16 state organizations [for the current Länder] and 5 associate member organizations. It is the single representative federation for the approximately 15 million Germans which after fleeing, being expelled or evacuated, found refuge in the Federal Republic of Germany."
